This narrow alley, running from Henry Street to Winthrop Street between Carnegie Mellon University's University Technology Development Center and the University of Pittsburgh's Craig Hall, was laid out in 1851 in a plan of lots by Edward Dithridge and Henry Reis, though that plan did not give it a name.[1] Its name was established as Victor Alley by a Pittsburgh city ordinance in 1881.[2] This name later conflicted with Victor Alley in Larimer (today Victor Way), so it was changed to Vance Alley in 1910.[3] It became Vance Way in 1914, when another ordinance changed all alleys in Pittsburgh to ways.[4]

In 1972, the portion of Vance Way between Winthrop Street and Filmore Street was vacated for the Pennsylvania Association for the Blind so that they could expand their adjacent building, with the condition that the association pay the city $2,000 for the land.[5] The association then requested a waiver of this payment,[6] which was granted the following year in the form of another ordinance that vacated the alley unconditionally.[7] This ordinance was signed by Mayor Pete Flaherty, despite his insistence at the same time that the University of Pittsburgh should pay $25,000 for the vacation of Girts Way to enable them to build their new law library.[8][9]
