Parnell Street was laid out in 1886 in a plan of lots by John D. Scully and Charles E. Speer.[1] It is named for Charles Stewart Parnell (1846–1891), leader of the Irish Home Rule movement, which advocated for Irish self-government. Nearby Home Rule Street, laid out in the same plan, is named for the movement itself, and Gladstone Street is named for the British prime minister who proposed home rule in 1886.
