This street was first laid out in 1868 and 1869 in two plans of lots by A. W. Ewing (see Ewing Street) and John Woolslair, though those plans did not give it a name.[1][2] It was called Howley Street by 1873, when a profile for the street was approved by the Survey Committee of City Councils,[3] though a city ordinance officially opening the street that year named it Howley Avenue.[4] In 1881, an ordinance that established the names of all streets in Pittsburgh fixed the name as Howley Street.[5]
